He made his comments in an astonishing staff room rant that was secretly recorded by other lecturers who wanted proof of his “unacceptable” views.
He has been suspended from his role as a consultant at the college whose board of governors was holding an emergency meeting to discuss an investigation this afternoon.
In his 50-minute outburst, he also defended the Klu Klux Klan’s right to “defend their culture” and said he would “kill” if people in his native Jamaica started to "look Chinese" after breeding with immigrants.
He said he loathed Elton John for his “over-burdensome gayism” and objected to schools and colleges being run by gay people.
He warned “gay people’s objectives are not just to have lots of gay sex but to increase the size of the gay community” through “indoctrination”.
The recording, which has just been posted on YouTube was made in the early part of last year and triggered an eight-month internal investigation that resulted in no action.
After he was cleared, the recording made its way into the public domain.
It was posted on YouTube as an audio file this month.
And when Express Online this week questioned the college about the rant, we were told he had now been suspended pending an “independent investigation” to be chaired “externally”.
The college refused to specify the dates when this second investigation was launched or when Dr Walcott was suspended.
It also said the police had been contacted to check the “provenance of the recording”.
In the staff room discussion, colleagues asked why he was mimicking hapless Seventies comic character Frank Spencer when referring to gay teachers.
He said it was his right to be prejudiced and that he would not want his children taught by gay teachers.
But he argued everyone was vulnerable to “auto-suggestive behaviour”.
He claimed some students become gay “because of their teachers”.
But he also insisted he had many gay friends and that he had employed gay people during his career.
However, he also said that during his psychotherapy work he had come across people worried about their sexuality.
He said one patient had asked to sleep with him to heal their homosexuality.
Dr Walcott also announced his dislike for Elton John.
He is heard on the recording saying: “I’ll give the name of someone I’d never have run a school: Elton John. His gayism is so liberal.
He added later: “I don’t like him. His sexuality, his gayism is over-burdensome.”
Other passages from the recording detail his prejudices.
He says: “I have prejudices about people who are homosexual and are grooming my children and other people’s children into homosexuality when they didn’t actually choose it.
“They actually indoctrinated them into it by subliminal information and auto-suggestion.”
He also says: “All sorts of people are grooming people into their beliefs.
“Nazis are grooming people into their beliefs, the KKK are grooming people into their beliefs.
“All groups of people: their main objective is to get membership.
“And gay people’s objectives is not just to have lots of gay sex but also to increase the gay community, to make the gay community more accepted.”
It is understood that the college’s board of governors are concerned about the quality of the first investigation last year and are now looking for a “legal heavyweight” to chair a fresh probe, according to a well placed source.
In another section he says: “I see nothing wrong with the Klu Klux Klan.
“They are fighting for their country.
“They’re fighting for their country, they’re fighting for their right.
“They are a culture, they’ve got a creed, they’ve got a nation and other people have come from other countries have come there and changed that made it difficult for them to continue with the way they want to progress and evolve.
“So it’s out of fear if you went to Jamaica and you tried to breed out the Jamaicans…so that our people started to become afraid and our reggae music was starting to sound like rock and our Jamaican (people were) starting to look like Chinese people, we would kill people. I understand the fear.”
Dr Walcott did not respond to requests for comment from Express Online.
A spokesman for Newham College said: “The college is aware that a recording purporting to be of a College contractor expressing views that do not reflect the values of Newham College has been posted on social media websites.
“The college has instigated a full investigation, to be externally chaired.
“All work with the contractor in question has been suspended, pending that investigation.
“Newham College has a proud reputation as a fair employer, not least as the only FE college in the Stonewall Workplace Equality Index top 100, and does not support any discrimination against, or unfair treatment of, staff or learners in any context.
“As the provenance of the recording in question has been referred to the police, we cannot comment further at this stage.”
